卑詩新民主黨黨領狄德安(Adrian Dix) 我在卑詩成長的年代,雖然貧富界線分明卻有強大茁壯的中產階級。許多機會讓勞工能進一步發展:受教育、買房子、為他們的小孩打造更好未來。所產生的社會流動不僅對個人有益,更驅動整體經濟成長繁榮。 如今,卑詩貧富差距加劇,中產階級萎縮。若不採取行動,這一代將是有史以來首次機會不如父母輩多,我們必須避免這種命運。 當然,全球經濟的面貌發生重大改變,卑詩不能自外於歐洲和美國金融危機。我們幸運能生在加拿大和卑詩省,對美國和歐洲的依賴沒有那麼深。 我們逐漸依賴日益增長的亞洲貿易,但對數千名失去工作、無法充分就業、掙扎求生的卑詩勞工來說,這項經濟緩衝對他們的幫助十分有限。 事實上,除了永續環境是最主要的議題,我們還面臨兩項重要挑戰。 首先,本省創造所需的就業增長太緩慢。現任政府的經濟成長與前任政府相比是歷史新低,儘管商品價格相對較高。 其次,本省貧富差距全國最大。此時不容卑詩頭痛醫頭腳痛醫腳,必須制定政策為未來經濟成長奠定基礎。 省府首要工作必須為勞動人口投資技術和知識─尤其是年輕人。如此投資才能讓每個人在日益困難的勞動市場有機會追求夢想。省府自己的勞工市場報告指出,未來工作有八成需要專上教育學歷,其他需要學位或認證的工作呈倍數成長。 我在卑詩各地遇到的年輕人,普遍面臨就讀專上教育的障礙越來越多─削減服務增加費用─阻礙他們追求機會與希望。卑詩各行業領袖─林木業、製造業、高科技、能源業─與我會面時都關注解決勞動力短缺的必要。 貧富差距和技術短缺促使卑詩新民主黨提出政策,確保年輕人能就讀和負擔所需的專上教育。 許多家庭已經生活窘迫,政府還逐漸轉嫁開銷給中產階級。中產階級不應該是也從來不是,一個只受權力左右所產生的經濟決策結果。世世代代的創新和經濟成長,來自每天辛勤工作的卑詩勞動人口。為了產業、經濟、環境和社會,我們必須確保未來世代能享有知識、技術和機會。
